SUBJECT: Assembly Numbering of RUS Bulletin 1728F-803

The purpose of this memorandum is to provide Rural Utilities Service (RUS) Electric borrowers relief with respect to the drawing numbering changes associated with RUS Bulletin 1728F-803, "Specifications and Drawings for 24.9/14.4 kV Line Construction." RUS borrowers are hereby allowed to use either the new RUS Bulletin 1728F-803 assembly number or the old REA Bulletin 50-5 assembly number for 140 drawings that we carried over from the old bulletin to the new bulletin. The only stipulation involved in using the old assembly number is that borrowers incorporate certain identified material changes in the new drawings. Details of the drawings and the material changes involved in this customer service offering are contained in Table A of the supplemental guide attached to this memorandum. This guide and the dual numbering provisions included on it for the 140 assembly drawings should ease the burden of changing files, records, computer programs and allow borrowers and their employees to more gradually learn the new construction assembly units, their numbering, and the updated RUS assembly numbering scheme.

We issued new RUS Bulletin 1728F-803 in December 1998, to replace the September 1969, version of REA Bulletin 50-5 of the same title. We provided several notices extending the effective date of Bulletin 1728F-803 with the current effective date being July 1, 2001. Bulletin 50-5 incorporated a total of 260 assemblies of which 140  were re-used and re-numbered in the new Bulletin 1728F-803.

With the provision provided here, borrowers will only need to make changes in their computer systems for approximately 20 assembly drawings that were brought forward to the new bulletin with changes too substantial to allow the dual numbering provision. The balance of drawings in the new bulletin include: (1) the 140 drawings cited in Table A where borrowers may use the old drawing number or the new number; (2) approximately 39 guide drawings which do not involve materials and are not included in computer systems; and (3) approximately 23 new "post insulator" type drawings that were not in the previous bulletin. The new "post insulator" type construction provides a means for making wider angles in line construction but borrowers may not need or may elect not to utilize this type of construction and would, thus, not have to input these drawings into computer systems.

This supplemental guide is effective on or after the date of this memorandum.

NOTES TO TABLE A:

  1. New Bulletin 1728F-803 specifies the use of a square, 3" (8 cm) curved washer (abutting the pole) for all primary and neutral dead-end assemblies instead of a square, 2 1/4" (6 cm) flat washer as specified in old Bulletin 50-5.
  2. New Bulletin 1728F-803 specifies the use (addition) of a square, 2 1/4" (6 cm) flat washer beneath the shoulder of all 7.2 kV crossarm pins.
