EXECUTIVE BRANCH OFFICE OF GOVERNMENT ETHICS (OGE) CONFIDENTIAL FINANCIAL DISCLOSURE REPORT (OGE FORM 450).  The Instruction is a complete revision of the process for accessing, completing and filing the OGE Form 450.  The process has completely changed because of the new electronic filing capability.  The only way an employee who is identified as an OGE Form 450 filer can access the filing system is via electronic notification to access FDonline and complete their OGE Form 450.  There is no longer a paper document, nor do employees have an intermediate review in their State.  All electronic submissions come to the USDA Office of Ethics in Washington, D.C.

REQUEST FOR PRIOR APPROVAL FOR OUTSIDE ACTIVITY OR EMPLOYMENT.  This Instruction is completely revised.  The process for application is being described and the positions being outlined for the first time.  The purpose of the Instruction is to outline the Regulatory requirement for applying for prior approval of any outside employment or activity by OGE Form 450 filers.  All OGE Form 450 filers must apply for an ethics review for any conflict of interest analysis of their proposed activity and to have the designated agency official (either the DAOM or State Director) provide agency approval.   A conflict of interest analysis is crucial in reducing the risk of a Federal (RD) employee violating criminal code statutes involving outside activities and violating Federal Ethics Conduct Regulations for those activities.

DIRECT SINGLE FAMILY HOUSING LOANS AND GRANTS FIELD OFFICE HANDBOOK.  This Handbook is partially revised.  Specific revisions include:

Chapter 6:

Chapter 6, Attachment 6-A, is revised to replace Form RD 440-58 “Estimate of Settlement Costs” with HUD’s Good Faith Estimate.

Chapter 7:

Paragraph 7.5, to replace Form RD 1940-59 with HUD-1 “Settlement Statement.”

Chapter 8:

Paragraph 8.5, to replace Form RD 1940-59 HUD-1;

Attachment 8-A, to replace Form RD 1940-59 with HUD-1.

Chapter 13:

Paragraph 13.3 E., to define the three different ways development with insurance claim proceeds is managed by CSC and Field Staff and to clarify that all significant development with insurance claim proceeds will be managed by the Field Office in a like manner as development funded by loan proceeds.  The revisions also establishes that when the final payment is issued to the borrower.  Field Staff must submit to CSC all documents required in RD Instruction 1924-A.

NOTE:  Since there is a new Exhibit 13-1, all exhibits in this chapter revision have been renumbered.
