Treatment Plant Improvements Completed in Reeseville - Unique partnership helps to improve services

The Village of Reeseville marked the completion of renovations and upgrades to the Village’s Wastewater Treatment facility with a community celebration and open house event.

Area residents joined Village Officials; Business Leaders; and Federal, State, and Local Representatives to mark the commencement of operation of the Village’s new facility.

The Village of Reeseville Wastewater Treatment Plant was reaching the end of its design life and unable to handle the increasing needs of the community and local businesses. As the Village was looking at ways to address the aging facility, Specialty Cheese Company, Inc., a cheese production company and local employer, was also expanding their operations. The expansion would create additional waste stream from the cheese processing facilities and they needed the local waste water treatment facilities to be able to accommodate the increase.  Joining forces, the Village and Specialty Cheese entered into a Development Agreement, ensuring that any renovations and improvements to the wastewater treatment facility would be able to accommodate all needs and ensure quality service to the community.

The agreement enabled the project to secure a $792,433 Community Development Block Grant from the Wisconsin Department of Administration, Division of Housing. The project was made possible with additional help from USDA Rural Development Water and Environmental Program financing totaling nearly $1.87 million and  a State Trust Fund loan of $36,367

USDA Rural Development Wisconsin Community Program Director, Brian Deaner noted infrastructure projects like these tie directly into the sustainability and vitality of rural Wisconsin communities. 

The Village of Reeseville now has a new wastewater treatment facility with expanded treatment capacity and service capabilities. A new pumping station and dedicated forcemain will serve the Specialty Cheese expansion by transporting higher strength wastewater to a pretreatment facility. Specialty Cheese entered into Wastewater Treatment Agreement with the Village, governing terms and conditions of the Village’s treatment of Specialty Cheese’s wastewater from the business expansion.

These improvements ensure residents have access to needed services, guarantee safe and clean water, and enable the Village to accommodate future growth and development.

“The Village deserves a lot of credit. Developing and maintaining a modern infrastructure is essential for the sustainability of our communities,” said Deaner. “People choose to live in rural Wisconsin for the quality of life it offers, and reliable infrastructure plays a big part. This project exemplifies a continued effort on behalf of USDA Rural Development’s mission to be a partner in helping rural communities, by providing the assistance needed to build a foundation for a thriving community. We are pleased to have been a part of the project and the positive impact it will have on the community.”

USDA Rural Development approved two loans totaling $1.65 million, while two grants provided an additional $219,220 to modify the treatment facility with additional treatment processes to meet the effluent limit requirements.

The Water and Environmental Program provides loans and grants to ensure that necessary investments are made in water and wastewater infrastructure to ensure safe drinking water and protect the environment in rural areas. Recipients of the funding may build, repair, and improve public water systems, and waste collection and treatment systems in rural communities with up to 10,000 in population.     

USDA Rural Development’s mission is to deliver programs in a way that will support increasing economic opportunity and improve the quality of life of rural residents. As the lead federal agency for rural development needs, USDA Rural Development invests in jobs, infrastructure, community development, health, education, homeownership and affordable rental housing to improve the lives of people in rural areas and the economic health of rural communities.
