Executive Branch Office of Government Ethics (OGE) Confidential Financial Disclosure Report (OGE Form 450).  Exhibit A is revised to update the list of position that will require the completion of the OGE Form 450.  There have been significant shifts in responsibilities with positions due to staffing changes.  A complete review of the U.S. Office of Government Ethics requirements and RD employee Position Descriptions identified positions that no longer needed to file the OGE Form 450 and positions needing to complete the OGE Form 450.  To comply with the Federal law, the list of positions had to be updated.

Attachment 3-F is revised to reflect the Fiscal Year 2016 Management Fee.  The Fiscal Year 2015 management fee is increased by the 2015 Operating Cost Adjustment Factor (OCAF) for each State.  These fees will be used for the Fiscal Year 2016 budget cycle beginning January 1, 2016.

APPLICANT REFERENCE LETTER revised 06-15.  Prescribed in RD Instructions 1927-B, HB-1-3550 and HB-2-3550.  The Form and FMI are revised to add two certification statements; one in which the applicant acknowledges receipt of the appraisal report in accordance to Regulation B; and another one regarding the property condition and home inspection.  The FMI is revised to concur with the applicable new check box and to clarify when it is appropriate to check this item.  Item (17) and (18) are renumbered accordingly without changes.  This Form and FMI are available on the Rural Development Instructions home page (http://www.rd.usda.gov/publications/regulations-guidelines).  No paper copy distribution of this form will be made, and it will not be stocked in the warehouse.
