Acting State Director for Minnesota
Cynthia joined USDA Rural Development in 2015 at the Saint Paul State Office as a Management and Program Analyst. In 2019, Cynthia was selected as the Associate Enterprise Director to assist the state management team in developing, implementing and monitoring strategic planning to achieve the mission of state operations including human resource management, contracting and procurement, comprehensive budget and fiscal management and management analysis.
Cynthia started her career with USDA in 2003 as an Administrative intern with Natural Resources Conservation Service (NRCS). During her internship, she completed her Bachelor of Science degree in Business Management at Metropolitan State University in St. Paul, MN. In 2006, Cynthia started with Animal & Plant Health Inspection Service (APHIS) Veterinary Services as an Administrative Officer, in which she provided administrative support in the areas of budget, procurement, human resources and property management to remote employees, regional and state offices in an effort to accomplish agency goals.
Cynthia resides in a Saint Paul suburb with her two young boys (ages 7 and 15) and spends much of her time watching her children play sports, predominantly soccer and baseball. When Cynthia has free time, she loves to bake, paint, and put jigsaw puzzles together.
