D Clark Thomas
Acting State Director for Missouri
Clark graduated from the University of Missouri-Columbia with a degree in Agricultural Economics. He was commissioned as a 2nd Lieutenant in the University's United States Army R.O.T.C. program. He served as a 1st Lieutenant in Vietnam as a Forward Observer, Field Artillery Officer.
His USDA career started in the local Missouri USDA offices in Edina, Keytesville and Kirksville prior to coming to the USDA Rural Development State Office in Columbia, Mo.
Clark served in the position of Community Programs Specialist in the Missouri State Office for several years and was promoted to Community Programs Director. He has direct responsibility for all Water and Waste Programs (WEP) and Community Facilities Programs in Missouri.
