Chief Operations Office

The Chief Operations Office (COO) has oversight responsibility for all administrative functions of the Rural Development (RD) Agency, including administrative support for nearly 5,000 employees in nearly 500 offices across the country. In many ways, COO is the “backbone” of RD, as this division provides the critical resources needed to effectively carry out RD’s mission. The Chief Operating Officer manages the COO. COO’s administrative areas of oversight encompass the following:

  • Human Resources Office
  • Finance Office (FO)
  • Servicing Office (SO)
  • Technology Office (TO)
  • Enterprise Office (EO)
  • Procurement Management Office (PMO)
  • Civil Rights Office

Goals of the Chief Operations Office

Our goal is to support RD’s mission by providing varied and reliable services that:

  1. Enhance RD’s service delivery, performance and efficiency with COO’s partners – Rural Housing Service, Rural Business-Cooperative Service, Rural Utilities Service, Innovation Center, Office of External Affairs and state/field offices – and cultivate collaboration through a One RD approach; and
  2. Foster a customer-centric business model to enhance external customers’ access to RD’s programs and services and improve the customer experience. COO employees play a critical role in the Agency’s ability to serve rural America efficiently, effectively, with integrity and customer focus.
