APPROVAL AND REPORT OF TRAVEL FUNDS RECEIVED FROM NON-FEDERAL SOURCES dated 09-14. This Instruction provides procedures to all Rural Development employees for accepting the gift of travel expenses from non-Federal sources and how to obtain the correct form that is required to be used.
31 U.S.C. 1353, “Acceptance of Non-Federal Travel Funds and as implemented in 41 CFR 304-1, governs the acceptance of payment for travel, subsistence, and related expenses from a non-Federal source in connection with the attendance of an employee and/or accompanying spouse at certain meetings or similar functions.

SERVICING BUSINESS AND INDUSTRY GUARANTEED LOANS. This Instruction is partially revised as follows:
Table of Contents is partially revised to Add Appendix G (Sample Letter to Lenders).
To Add Appendix G (Sample Letters to Lenders) - Loan servicing is intended to be preventive rather than curative. Prompt follow-up on delinquent accounts and early recognition of and pursuing a solution to potential problems are keys to resolving many problem accounts. The lender should be immediately notified in writing when the Agency suspects noncompliance with the legal instruments governing the loan.
Possible Negligent Servicing (Sample letter) -The purpose of the letter is to advise lender that USDA Rural Development is concerned with a particular action(s) in connection with the borrower’s loan, which may be considered negligent servicing.
Determination of Negligent Servicing (Sample letter) - The purpose of the letter is to advise lenders that Rural Development has made a determination of negligent servicing in connection with the borrower loan.
Decision to Liquidate (Sample letter) - The purpose of the letter is to respond to the lender’s letter requesting the Agency’s concurrence with the decision to liquidate the loan, which includes a list of what must be included with liquidation plan.
Approval of Liquidation Plan (Sample letter) - The purpose of the letter is to respond with the lender’s proposed liquation plan for borrower. The letter will advise the lender that the Agency has reviewed the proposed plan in accordance with RD Instruction 4287-B, section 4287.157(d), and either concur or do not concur.

3550.68(c)(2), is partially revised to include the sentence “In leveraging situations, the equivalent interest rate will be used” which further explains the current procedures used when determining payment assistance method 1 calculations. In addition, revisions were also made for clarifications purposes to the chart used to determine the equivalent interest rate and in verbiage used in the initial paragraph explaining Payment Assistance Method 1, which published in the Federal Register on May 20, 2014.
