DIRECT SINGLE FAMILY HOUSING LOANS AND GRANTS FIELD OFFICE HANDBOOK. This Handbook is partially revised. Specific revisions include:
Section 1, Paragraph 3.3.B., to update what CAIVRS stands for and to replace MortgageServ's Borrower Cross Reference screen with the SSN CROSS REFERENCE softlink key as the proper method used to perform the cross reference. (NOTE: These changes will be reflected in pending revisions to Chapter 4.)
Section 3, Paragraph 3.6, to give examples of “date stamped”.
Section 3, Paragraph 3.7, to add information about the Equal Credit Opportunity Act and the requirement to provide applicants a notification of their right to receive a copy of the appraisal report.
Attachment 3-D, to remove the Rural Development logo and to update the definition of rural area.
Attachment 3-E, to specify that the Housing Program Director should review a request to reopen a rejected application and either approve or deny the request.
Attachment 3-G, to replace MortgageServ's Borrower Cross Reference screen with the SSN CROSS REFERENCE softlink key; to remove "Participating Lender Ordered" from the Credit section in advance of implementing an automated underwriting system; to expand upon acceptable forms of identification; to add checking the USDA Address Verification website to the Property Eligibility section; to rename Attachment 3-I; and to instruct staff to provide copy of the appraisal along with agency lending decision.

INTERMEDIARY RELENDING PROGRAM/RURAL DEVELOPMENT LOAN FUND/RURAL MICROENTREPRENEUR ASSISTANCE PROGRAM
dated 01-15. Prescribed in RD Instruction 1951-R. The Form and FMI are revised to address recommendations resulting from an OIG audit (FY 2010). Changes will provide better instruction to the field when conducting annual site visits as it relates to what information should be reviewed and verified, monitoring and servicing actions, matters relating to performance measures, etc. The Form is also being modified to include the Rural Microentrepreneur Assistance Program projects funded with a loan. This Form and FMI are available on the Rural Development Instructions home page (http://www.rd.usda.gov/publications/regulations-guidelines). No paper copy distribution of this form will be made, and it will not be stocked in the warehouse.
