LOAN AND GRANT APPROVAL AUTHORITIES.  Exhibit B is partially revised to increase the loan approval authority for State Directors under the Community Facilities Programs from $3 million to $5 million.  This revision will enhance the Agency's ability to deliver CF Loan programs from state offices due to the increase in cost of developing essential community facilities projects in rural areas.

Agreement between Federal Deposit Insurance and Rural Development.  This Instruction is partially revised to extend the Interagency Agreement (IAA) executed on January 12, 2011, between the Federal Deposit Insurance Corporation (FDIC) and the U.S. Department of Agriculture (USDA).  The term of the IAA was for three years.  The addition will extend the termination date until January 12, 2017.
