USDA Rural Development’s South Carolina office today announced the passing of State Director Debbie Turbeville, who was known for her strong commitment and love for the people of South Carolina and its rural communities.
Turbeville, who served as the State Director since November 2017, passed away on Jan. 8, 2021.
Her civil service career with USDA extended over 36 years. In addition to serving as state director, Turbeville held several positions within USDA Rural Development: area director, assistant county supervisor, county supervisor, cooperative development specialist and agriculture marketing specialist.
"She truly did care about people," said Bette Brand, Deputy Under Secretary for Rural Development. "Every time I was fortunate enough to be with Debbie, I felt the comfort of being with a friend. I am so sad for our staff, for her family and for the communities and the agricultural industry she served for all those years. I take comfort in knowing that we are all better for having known her."
Turbeville was passionate in conveying the mission of USDA Rural Development to our customers in South Carolina. As state director, she used her leadership experience to efficiently and effectively oversee Rural Development programs in a customer-focused manner and bring prosperity to rural South Carolina. She truly believed in our motto, "When rural America thrives, all of America thrives."
Her passing is a major loss for South Carolina, as she was an important member of our USDA team, a key figure in what we have accomplished at Rural Development, and, above all, a great human being and friend. She will be remembered as a dedicated leader committed to rural residents and communities, a genuine friend, a loving wife, mother and grandmother. She will be missed by all who had the privilege of knowing her.
