USDA Announces Pre-Application Timeframes for Multi-Family Housing Preservation and Revitalization Demonstration Program

The United States Department of Agriculture (USDA) Rural Development has announced the public timeframes and guidelines for pre-applications for the Sections 514, 515, and 516 Multi-Family Housing Preservation and Revitalization Demonstration Program (MPR) for Fiscal Year 2015.  Pre-applications are to be submitted under the Agency’s Notice of Solicitations of Applications (NOSA) dated August 3, 2015, Vol. 80, No. 148 Federal Register (pages 45933-45942):  Applications are awarded funding based on a national competitive application process. 

Under the demonstration program existing Section 515 Multi-Family Housing (MFH) loans and Section 514/516 Off-Farm Labor Housing loans will be restructured to ensure that sufficient resources are available to preserve the ability of rental projects to provide safe and affordable housing for very low-, low- or moderate-income residents.  The properties participating will be revitalized and the affordable use will be extended without displacing tenants because of increased rents.  No additional Agency Rental Assistance (RA) units will be made available under this program.

Pre-applications must be received by 5:00 pm Eastern time on December 1, 2015 for MPR pre-applications or 5:00 pm Eastern time on December 31, 2015 for Debt Deferral pre-applications only.
