BELCOURT, N.D., Oct. 2, 2024 – U.S. Department of Agriculture (USDA) Rural Development State Director Erin Oban joined Tribal leaders and members of the Turtle Mountain Band of Chippewa Indians as well as other stakeholders to celebrate the grand opening of the Turtle Mountain Recovery Center and completion of its new health care facility in Belcourt, ND. In July 2022, USDA Rural Development provided Native American Bank with a $10 million loan guarantee to finance the construction of a facility for the Turtle Mountain Recovery Center (TMRC). Construction of the new 34,000 sq.ft. substance use disorder treatment center began in October 2022. The completed facility designates 16-bed residential units, counseling areas and group therapy space for culturally responsive inpatient and outpatient treatment of members of the Turtle Mountain Band of Chippewa Indians struggling with misuse of opiates, alcohol, and other substances.
“Treatment and recovery services that are community-based, located physically close to home, and delivered in a way that respects culture and traditions saves lives, repairs families, and strengthens communities,” said Oban. “The team at USDA Rural Development is honored to be a partner with the Turtle Mountain Band of Chippewa and to invest essential federal resources that improve and expand access to quality health care, including behavioral health, in rural and Tribal areas.” Audio: MP3, 270KB, 0:32.
The Turtle Mountain Recovery Center Land Holding Company financed the Turtle Mountain Recovery Center through New Market Tax Credits and a $10,000,000 loan from Native American Bank of Denver, CO, guaranteed by the USDA Rural Development Community Facilities Guaranteed Loan Program. This program provides loan guarantees to eligible lenders to develop essential community facilities in rural areas. The term “facility” refers to both the physical structure financed, and the resulting service provided, to rural residents or businesses.
