After a period of extreme cold, Minnesota homeowner Virginia Bailey's water pipes had frozen and burst beneath her home.

This spring, USDA Rural Development Minnesota Loan Specialist Carol Wimmer reviewed a home repair grant request from Virginia Bailey, an elderly Minnesota homeowner facing a serious health and safety crisis. After a period of extreme cold, Virginia’s water pipes had frozen and burst beneath her home, leaving her with no running water in the bathroom and forcing her to manually turn the water on and off just to wash dishes. Without immediate repairs, she risked living in unsafe and unsanitary conditions.

Adding to the urgency, Virginia had recently lost her husband and was experiencing financial hardship. Understanding Virginia's vulnerability, Carol took swift action. Working closely with Rural Development colleague Paul Lindgren, the team ensured the case moved quickly and efficiently through every step of the process.

Only three days after reviewing the file, the Rural Development grant funds were requested and obligated to help fix Virginia’s broken pipes. A day after the funds were obligated, the contractor and Rural Development staff met to review the required repairs and ensure timely coordination. Thanks to the combined efforts of Carol and Paul, the project stayed on track.

A month after reaching out to Rural Development, Virginia said that most of the repairs had been completed, with only a few final tasks remaining. Most importantly, she once again had running water in her home. She expressed deep gratitude for the help she received and the quick, compassionate response from the Rural Development team in Minnesota.

Through decisive action, teamwork, and a commitment to community well‑being, this project successfully resolved an urgent health and safety issue for a rural Minnesota homeowner. The collaborative efforts of Carol and Paul ensured that Virginia Bailey received timely, respectful assistance at a moment when she needed it most.
