State Bulk Fuel Revolving Loan Fund


What does this program do?
This program helps State governments establish and support revolving loan funds to provide a more cost-effective means of purchasing fuel for remote communities that are not served by surface transportation (highways, transit systems, railways, and waterways) year round.

Funds may be used to capitalize a revolving loan fund (RLF) that helps remote communities purchase bulk fuel.

  • Borrowers must have legal authority to provide, construct, operate and maintain the proposed facilities or services
  • All facilities receiving federal financing must be used for a public purpose
  • Partnerships with other federal, state, local, private and non-profit entities are encouraged

Why does USDA Rural Development do this?
This program increases economic opportunities and improves the quality of life for families and businesses in rural America by helping to even out household energy costs in areas where local conditions prevent the transportation of fuel to remote communities.
