David Matthews
Director of State Operations
David Matthews is the Director of State Operations for Rural Development at the USDA, where he overseas coordination between the national headquarters and state directors. In this role, he assists the Under Secretary and Administrators of the Rural Housing Service, Rural Utility Service, and Rural Business Cooperative Service with programs administered at the state level. From 2017 to 2021, David served in various capacities within USDA, including roles at the Food and Nutrition Service, the Farm Service Agency, and as a representative of the White House. Between 2021 and 2025, he transitioned to private-sector finance, specializing in USDA Rural Development Guaranteed loan programs as well as SBA 7(a) loans.
Outside of government, David has been deeply involved in community service and nonprofit leadership. He recently served as President of the Ozark Rotary Club and was actively engaged with organizations such as the Dale County Council of the Arts and Humanities and the Ozark Heritage Foundation. Additionally, David was appointed by President Trump to the Board for International Food and Agricultural Development (BIFAD), a board dedicated to advising USAID on agricultural and food security programs in developing countries.
