Program Support Services

USDA's Program Support Services (PSS) division supports Rural Development programs requiring architectural and appraisal services. Located below are mission statements for each PSS branch, maps showing how the PSS's teams are organized in sections across the country, and hyperlinks to each of the program areas PSS serves. 

Appraisal Services Branch (Rural Housing Service (RHS), PSS)

The Appraisal Services Branch's mission is to provide effective, efficient and customer-focused professional appraisal and appraisal review services to all Rural Development program areas. This includes RHS (Multifamily, Single Family Housing, Community Facilities) Rural Utilities Service (RUS) (Water and Environmental Programs) Rural Business-Cooperative Service (RBCS) in support of OneRD to enhance rural prosperity throughout the nation.

The Appraisal Services Branch provides qualitative and quantitative measurable metrics to meet the governmental function of appraisal services performed as part of quality control and oversight of appraisals utilized by all Rural Development program areas. 

Services also include providing advice, guidance, and risk assessment to Rural Development leadership in order to ensure adequate loan and grant portfolio guidance.

The Appraisal Services Branch comprises of three sections serving the appraisal review needs of Rural Development within the United States and its Territories.

Architectural Services Branch (RHS, PSS)

The Architectural Services Branch's mission is to provide effective, efficient and customer focused professional architecture, architectural review and environmental National Environmental Policy Act (NEPA) compliance oversight services to all Rural Development program areas including RHS (Community Facilities, Multi-Family Housing, Single Family Housing, RUS (Water and Environmental Programs) RBCS (Business and Industries) in support of OneRD, to enhance rural prosperity throughout the nation.

The Architectural Services Branch performs risk analyses, quality control and oversight of architectural tasks provided to and utilized by Rural Development program areas. 

Services also include providing architectural, construction and environmental advice, guidance and risk assessment to Rural Development leadership in order to ensure adequate construction and development guidance.

This branch administers architectural services for PSS in support of building and infrastructure development, creating ongoing partnerships and utilization of innovative ideas on an ongoing basis.
