On June 17, 2026, the U.S. Department of Agriculture announced a reorganization of the Rural Development mission area to strengthen customer service, improve program accessibility, and enhance support for rural communities across the country.
This effort aligns with USDA’s broader initiative to modernize operations, increase accountability, and ensure federal resources are positioned where they can deliver the greatest impact.
USDA Rural Development loan and grant activities will continue without interruption.
USDA Rural Development will consolidate loan origination, processing, and servicing functions under one centralized national framework. This improvement will strengthen quality control, reduce delinquency, and protect taxpayer dollars.
Some USDA RD administrative operations will transition to USDA, improving administrative efficiency and enhancing mission-support capabilities across the agency. These changes align with USDA-wide efforts to improve operations and provide more consistent, streamlined support to program areas.
USDA Rural Development will maintain its field-based presence with more than 3,000 employees in the state and field offices throughout rural America.
Under this modernization effort, USDA RD will maintain a presence in the National Capital Region (NCR) while relocating select NCR-based positions to St. Louis, Missouri, and Dallas-Fort Worth, Texas. These locations will serve as operational hubs supporting loan and grant processing and program management.
Select functions and positions with the Rural Business-Cooperative Service will relocate from the NCR to Dallas-Fort Worth, Texas, which will serve as the primary national hub for the agency’s RBCS and RUS loan and grant functions.
Select functions and positions with the Rural Housing Service will relocate from the NCR to St. Louis, Missouri, to centralize and consolidate certain loan origination, processing, and servicing functions.
Select functions and positions with the Rural Utilities Service will relocate from the NCR to Dallas-Fort Worth, Texas, which will serve as the primary national hub for the agency’s RBCS and RUS loan and grant functions.
