PACE Project Announcements

Powering Affordable Clean Energy Program

The Powering Affordable Clean Energy (PACE) offered $1 billion in funding for renewable and energy storage technologies through partially forgivable loans. PACE is helping make clean, affordable, and reliable energy accessible to the people of rural America.

USDA is moving forward to support the following clean energy investments to reduce pollution and strengthen rural America’s power grid.

Search Awardees

The PACE project investments will strengthen the nation’s energy independence, provide good-paying jobs that benefit everyone, reduce pollution, and enhance the resiliency of our nation’s electric grid. These projects also advance the Biden-Harris Justice40 Initiative, which set the goal that 40 percent of the overall benefits of Federal climate, clean energy, and other covered investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. Alaska Electric and Energy Cooperative Inc. received a $100 million partially forgivable loan to install a 45-megawatt four-hour battery energy storage system adjacent to its Soldotna Substation. The cooperative is a wholly owned subsidiary of Homer Electric Association Inc., a distribution electric utility serving over 24,330 members across more than 3,000 square miles in Alaska’s western and southern Kenai Peninsula.

Golden Valley Electric Association, Inc.

Loan Amount: $100,000,000

Golden Valley Electric Association, Inc. received a $100 million partially forgivable loan to build a 46-megawatt battery energy storage system. This energy storage is essential to provide rural Alaskans with reliable clean energy when the sun isn’t shining or the wind isn’t blowing. It is a critical part of the people of Alaska’s efforts to create a transformative clean energy economy that protects their natural environment while providing reliable, affordable energy to their communities.

River Song Solar, LLC

Loan Amount: $12,000,000

River Song Solar, LLC is expected to receive approximately $12 million in financing to develop photovoltaic facilities totaling nearly 14 megawatts of renewable energy in Colbert County, Alabama. This will provide enough locally generated electricity to power nearly 2,000 homes each year.

TPI – Natural, LLC

Loan Amount: $47,697,000

TPI – Natural, LLC is expected to receive over $47 million to finance seven new solar facilities totaling 8 megawatts of renewable energy in rural Arkansas. This will provide enough locally generated electricity to power nearly 1,234 homes.

Banana Solar LLC

American Samoa
Loan Amount: $12,000,000

Banana Solar LLC is expected to receive $12 million to develop a 6.6 megawatt solar and battery energy storage system for renewable energy in American Samoa. This will provide power to approximately 1,300 homes on Tutuila Island, meeting nearly 6% of their energy needs with renewable energy. This will help the American Samoa Renewable Energy Committee achieve its goal of using 100% clean energy by 2040.

Mana Solar, LLC

American Samoa
Loan Amount: $23,500,000

Mana Solar, LLC is expected to receive $23.5 million to develop a 13.4-megawatt community solar and battery energy storage system for renewable energy in American Samoa. This will provide power to approximately 2,500 homes on Tutuila Island, meeting nearly 12% of their energy needs with renewable energy. This will help the American Samoa Renewable Energy Committee achieve its goal of using 100% clean energy by 2040.

Navajo Tribal Utility Authority

Loan Amount: $100,000,000

Navajo Tribal Utility Authority is expected to receive more than $100 million in financing to develop photovoltaic solar facilities with a battery energy storage system totaling 30.75 megawatts of renewable energy in rural parts of Arizona and New Mexico. This will provide enough locally generated electricity to power nearly 13,000 homes each year.

Sierra Southwest Electric Cooperative

Loan Amount: $55,237,263

Sierra Southwest Cooperative Services Inc. is expected to receive approximately a $55.2 million partially forgivable loan to finance three battery energy storage system projects totaling 35 megawatts and lasting for four hours in duration

Trico Electric Cooperative

Arizona
Loan Amount: $83,507,900

Trico Electric Cooperative Inc. received $83.5 million a partially forgivable loan to expand its battery energy storage system capacity and provide reliable electricity to the growing number of people living in the surrounding areas of Tucson and the Pascua Yaqui Reservation. This funding will help the cooperative reach its goal to cut its carbon emissions in half by 2032.

Clay Creek Energy, LLC

Colorado
Loan Amount: $20,509,000

Clay Creek Energy, LLC is expected to receive $20.5 million in financing to develop solar facilities totaling 15.7 megawatts of renewable energy in rural Colorado. This will provide power to around 3,300 homes per year.

Delta-Montrose Electric Association

Colorado
Loan Amount: $72,162,000

Delta-Montrose Electric Association is expected to receive a $72 million partially forgivable loan to finance a grid-connected solar photovoltaic system. This project will provide rural communities in western Colorado with affordable and reliable clean power.

Fort Morgan Solar, LLC

Colorado
Loan Amount: $9,600,000

Fort Morgan Solar, LLC is expected to receive $9.6 million in financing to develop a solar facility totaling 7 megawatts of renewable energy in Fort Morgan, Colorado. This will provide enough power for 1,895 households per year.

La Plata Electric Association

Colorado
Loan Amount: $13,416,000

La Plata Electric Association received a $13.4 million a partially forgivable loan to expand clean energy and resilient solutions. The loan will support an $18 million, five-megawatt solar project paired with a battery storage component. The solar array will be able to power up to 1,800 homes with locally-generated renewable energy. A 5 megawatt battery will be installed next to the solar array to charge up using the energy generated from the solar panels. 

Poudre Valley Rural Electric Association, Inc.

Colorado
Loan Amount: $9,000,000

Poudre Valley Rural Electric Association is expected to receive a $9 million partially forgivable loan to build two community solar and battery energy storage projects that will benefit the people of Weld County.

SE Municipal Colorado, LLC

Colorado
Loan Amount: $12,166,225

SE Municipal Colorado, LLC received $12 million to finance the construction of four solar photovoltaic generation facility projects totaling 7.8 megawatts of renewable energy across multiple rural portions of Colorado. This will provide enough locally generated electricity to power approximately 1,748 households.

West Grand Ridge Solar, LLC

Loan Amount: $81,000,000

West Grand Ridge Solar, LLC is expected to receive $81 million in financing to develop a solar photovoltaic facility totaling nearly 74.9 megawatts of renewable energy in Grand Ridge, Florida.  This will provide enough power for 11,000 rural households located in an energy community. 

Kauai Island Utility Cooperative

Hawaii
Loan Amount: $24,375,000

Kauai Island Utility Cooperative received a $24.4 million partially forgivable loan to expand solar energy production and to reduce its reliance on fossil fuels during peak evening hours in Anahola, Koloa and Port Allen. This project will create jobs for people in the community, strengthen the local electric grid, increase resilience in the face of climate change, and further the cooperative’s goal of providing 100% renewable energy by 2033.

Algona Affordable Solar, LLC

Iowa
Loan Amount: $4,891,970

Algona Affordable Solar, LLC is expected to receive up to a $4.8 million loan to develop a solar facility totaling nearly 5 megawatts of renewable energy in Algona, Iowa. This project will provide a portion of the needed power to roughly 2,200 rural households in this community.

SE Municipal Iowa, LLC

Loan Amount: $6,911,250

SE Municipal Iowa, LLC received nearly $7 million to finance the construction of three ground-mounted, single axis tracking solar photovoltaic facilities and power purchase agreements totaling 7.6 megawatts of renewable energy across three rural cities in Iowa. This will provide enough locally generated electricity to power approximately 1,233 households annually.

Stag Moose Solar, LLC

Iowa, Minnesota, Wisconsin
Loan Amount: $75,995,000

Stag Moose Solar, LLC received almost $76 million to finance 22 ground mount solar facility projects totaling 62.75 megawatts of renewable energy across counties located in Iowa, Wisconsin and Minnesota. This will provide enough locally generated electricity to power approximately 16,000 households annually. 

Carmi Affordable Solar, LLC

Loan Amount: $4,650,065

Carmi Affordable Solar, LLC is expected to receive up to $4.6 million in financing to develop a solar facility totaling nearly 2.4 megawatts of renewable energy in Carmi, Illinois. This project will supply a portion of needed power to roughly 65,000 rural households across 30 municipal communities each year.

Highland Affordable Solar, LLC

Highland Affordable Solar, LLC is expected to receive up to $12 million in financing to develop a photovoltaic solar array totaling nearly 6.9 megawatts of renewable energy in Highland, IL. This project will supply a portion of needed power to roughly 65,000 rural households across 30 municipal communities each year.

Metropolis Affordable Solar, LLC

Metropolis Affordable Solar, LLC is expected to receive up to $3.5 million in financing to develop a photovoltaic solar array totaling nearly 1.2 megawatts of renewable energy in Metropolis, IL. This project will supply a portion of needed power to roughly 65,000 rural households across 30 municipal communities each year.

Rantoul Affordable Solar, LLC

Loan Amount: $4,665,757

Rantoul Affordable Solar, LLC is expected to receive up to $4.6 million in financing to develop a photovoltaic solar array totaling nearly 2.3 megawatts of renewable energy in Chatham, Illinois. This project will supply a portion of needed power to roughly 65,000 rural households across 30 municipal communities each year.

Carroll White Rural Electric Membership Corporation

Loan Amount: $29,981,500

Carroll White Rural Electric Membership Corporation is expected to receive approximately $29.9 million in financing to develop a photovoltaic facilities and battery energy storage system totaling nearly 5 megawatts of renewable energy and 23 megawatt hours of energy storage in White and Pulaski County, Indiana. This will provide enough power to supply roughly 2,500 rural households and agricultural users each year. 

KPP Energy

Loan Amount: $35,000,000

KPP Energy received $35 million to finance the construction of seven solar facilities, with a total of 18.5 megawatts of renewable energy across rural parts of Kansas. This will provide enough locally generated electricity to power approximately 3,700 households annually. 

Bluestem Energy Solutions LLC (TEC1)

Loan Amount: $6,607,616

Bluestem Energy Solutions TEC1 LLC is expected to receive a ~$6.6 million partially forgivable loan to build a solar power facility in Allen County that will produce 5 megawatts of renewable energy, enough to power more than 900 homes each year.

Lock 9 Hydro Partners

Kentucky
Loan Amount: $19,297,000

Lock 9 Hydro Partners LLC is expected to receive ~$19.3 million a partially forgivable loan to build a run-of-river hydroelectric plant on the Kentucky River generating 3 megawatts of renewable energy for Jessamine County. The project is expected to power 1,600 homes each year.

Lock 10 Hydro Partners, LLC

Loan Amount: $18,859,000

Lock 10 Hydro Partners LLC is expected to receive a ~$18.9 million partially forgivable loan to build a run-of-river hydroelectric plant on the Kentucky River generating 3 megawatts of renewable energy for Madison County. The project is expected to provide enough electricity to power 1,600 homes each year.

Lock 11 Hydro Partners, LLC

Loan Amount: $16,584,000

Lock 11 Hydro Partners LLC is expected to receive approximately $16.6 million a partially forgivable loan to build a new 3-megawatt run-of-river hydroelectric plant at Lock and Dam 11 on the Kentucky River. This project will use modern run-of-river energy practices that limit the environmental impact of hydropower and ensure affordable, clean energy for rural Kentuckians.

Lock 13 Hydro Partners, LLC

Kentucky
Loan Amount: $17,687,000

Lock 13 Hydro Partners LLC received a ~$17.7 million partially forgivable loan investment to build a run-of-river hydroelectric plant on the Kentucky River generating 3 megawatts of renewable energy for Lee County, which is also an RPN community. The project is expected to power 1,600 homes each year.

Tri-County KY Affordable Solar, LLC

Kentucky
Loan Amount: $8,250,910

Tri-County KY Affordable Solar, LLC is expected to receive up $8.2 million in financing to develop a photovoltaic solar array totaling nearly 4.5 megawatts of renewable energy in Scottsville, Kentucky. This project will provide a portion of the needed power to roughly 20,000 rural households across the service territory.

Coushatta Tribe of Louisiana

Loan Amount: $3,104,443

The Coushatta Tribe of Louisiana is expected to receive $3.1 million in financing to fund the development of a 1-megawatt solar and battery energy storage system for Tribal complex facilities in rural Louisiana. The system will generate enough energy for Tribal complex facilities to power the equivalent of over 100 homes per year.

Rosehip Cleantech LLC

Maryland
Loan Amount: $12,900,000

Gridwealth-SCP LLC’s Rosehip solar project is expected to receive $12.9 million to construct a 6.2-megawatt solar facility and battery energy storage system for renewable energy in Somerset County, Maryland. It will provide clean energy that is sufficient to supply electricity to approximately 910 households annually.

GreenGage Cleantech LLC

Maryland
Loan Amount: $9,300,000

Gridwealth-SCP LLC’ GreenGage solar project is expected to receive $9.3 million to construct a 4.3-megawatt solar facility and battery energy storage system for renewable energy in Dorchester County, Maryland. It will provide clean energy that is sufficient to supply electricity to approximately 630 households annually.

Paw Paw Affordable Solar, LLC

Michigan
Loan Amount: $4,955,356

Paw Paw Affordable Solar, LLC is expected to receive up to $4.9 million in financing to develop a photovoltaic solar array totaling nearly 2.5 megawatts of renewable energy in the Village of Paw Paw, Michigan. This project will supply a portion of needed power to 1,340 rural households in this community.

Petoskey Affordable Solar, LLC

Loan Amount: $5,452,154

Petoskey Affordable Solar, LLC is expected to receive up to $5.4 million in financing to develop a photovoltaic solar array totaling nearly 3 megawatts of renewable energy in Petoskey, Michigan. This project will provide a portion of the needed power to roughly 2,300 rural households in this community.

South Haven Affordable Solar, LLC

South Haven Affordable Solar, LLC is expected to receive up to $8.1 million in financing to develop a photovoltaic solar array totaling nearly 4.5 megawatts of renewable energy in South Haven, Michigan. This project will provide a portion of the needed power to roughly 1,600 rural households in this community.

St. Louis MI Affordable Solar, LLC

Loan Amount: $2,958,847

St. Louis MI Affordable Solar, LLC is expected to receive up to $2.9 million in financing to develop a photovoltaic solar array totaling nearly 1.2 megawatts of renewable energy in Gratiot County, Michigan. This project will provide a portion of the needed power to roughly 2,800 rural households in this community.

Holocene Oaklands Solar, LLC

North Carolina
Loan Amount: $35,000,000

HCE Oakland Solar, LLC is expected to receive a $35 million loan to build a solar photovoltaic facility capable of producing 40 megawatts of renewable energy in Bladen County, North Carolina. This will provide enough electricity to power 5,300 homes per year.

Bluestem Energy Solutions LLC (MMPS1)

Nebraska
Loan Amount: $3,612,514

Bluestem Energy Solutions LLC is expected to receive a ~$3.6 million partially forgivable loan  to build a 2-megawatt community solar facility with the City of Madison electric utility.

Loup Valleys Rural Public Power District

Nebraska
Loan Amount: $6,997,414

Loup Valleys Rural Public Power District is expected to receive nearly $7 million in financing to build solar facilities capable of producing 2.8 megawatts of renewable energy in rural Nebraska. This project will provide enough electricity to power 350 or 16% homes in their service area. 

Midwest Electric Coop Corp.

Nebraska
Loan Amount: $16,900,000

Midwest Electric Cooperative Corp received a $17 million partially forgivable loan to finance solar renewable energy resource facilities and energy storage systems for communities in Wallace, Grant, Paxton and Lakeview.

SE Municipal Solar LLC

Nebraska
Loan Amount: $29,422,525

SE Municipal Solar is expected to receive a $30 million partially forgivable loan to construct eight solar photovoltaic generation facilities totaling 18.72 megawatts to serve multiple areas in Nebraska. It will produce enough electricity to power 1,746 residential homes. 

Village of Emerson

Nebraska
Loan Amount: $1,012,500

The Village of Emerson in Nebraska is expected to receive a $1 million partially forgivable loan to build a solar facility to make efficiency improvements to its energy distribution system.

Harney Electric Cooperative

Nevada
Loan Amount: $13,325,000

Harney Electric Cooperative received more than $13 million to finance a 5-megawatt solar facility in rural Nevada. This will provide enough locally generated electricity to power approximately 530 households annually. The proposed project serves populations in Substantially Underserved Trust Areas. Further, the Nevada service area for the McDermitt substation includes Tribal populations equal to 60.7% of the total Nevada members served by this project.

Valley Electric Association

Loan Amount: $80,283,133

Valley Electric Association is expected to receive a $80.3 million partially forgivable loan to install a 37-megawatt solar power generation and storage system to serve Pahrump and the Fish Lake Valley region. It will produce enough electricity to power 3,500 homes. Valley Electric serves communities participating in the Rural Partners Network (RPN), a USDA-led collaboration between federal, state and local partners to help underserved communities access federal funding.

Village of Pioneer

Ohio
Loan Amount: $10,500,000

Village of Pioneer is expected to receive $10.5 million to finance solar facilities totaling 4.9 megawatts of renewable energy in rural areas of Ohio. This will provide enough locally generated electricity to power nearly 952 homes a year.

Tutuilla Solar LLC

Oregon
Loan Amount: $2,100,000

Tutuilla Solar, LLC is expected to receive approximately $2.1 million in financing to develop photovoltaic facilities totaling nearly 1.56 megawatts of renewable energy in the Umatilla Indian Reservation, Oregon. This will provide enough power to supply roughly 180 rural households each year. 

Bluestem Energy Solutions LLC Lawrenceburg Solar

Tennessee
Loan Amount: $8,668,612

Lawrenceburg Solar received more than $8.6 million to finance the construction of an alternating current solar photovoltaic facility totaling 6.1 megawatts of renewable energy in rural portions of South Tennessee. This will provide enough locally generated electricity to power approximately 1,200 households annually and generate approximately 3% of the LUS's total electric energy needs.

Town of Stowe Electric Department

Vermont
Loan Amount: $6,089,812

Town of Stowe Electric Department is expected to receive $6 million to finance the development of small hydroelectric and solar facilities with a backup battery energy storage system totaling .24 megawatts of renewable energy in rural Vermont. This will provide enough locally generated electricity to power approximately 115 households. 

HCE Collier Solar, LLC

Virginia
Loan Amount: $8,330,000

HCE Collier Solar, LLC is expected to receive $8.3 million loan to develop a solar photovoltaic facility totaling 7.5 megawatts of renewable energy in Wise County, Virginia. This will provide enough power to supply 990 households annually.

HCE Mountain Run Solar, LLC

Loan Amount: $7,000,000

HCE Mountain Run Solar, LLC is expected to receive a $7 million loan to develop a solar photovoltaic facility totaling 7.5 megawatts of renewable energy in Culpepper, Virginia. This will provide enough power to supply 1,200 households annually.

Cunningham Solar WA

Washington
Loan Amount: $3,997,500

Cunningham Solar WA, LLC, a subsidiary of OneEnergy, Inc., is expected to receive approximately $4 million to develop nearly 3 megawatts of solar photovoltaic for renewable energy in rural parts of Washington. It will interconnect with Big Bend Electric Cooperative’s distribution system supplying power to roughly 560 households each year.

Yakama Power

Loan Amount: $94,000,000

Yakama Power is expected to receive $94 million in financing to develop a solar facility totaling 20 megawatts of renewable energy in rural areas of Washington. This would be enough power to supply 

Dairyland Power Cooperative

Wisconsin
Loan Amount: $15,600,000

Dairyland Power Cooperative received $15.6 million to finance two sites with 2 megawatts of solar photovoltaic connected to a 4 megawatt-hour battery energy storage system in Western Wisconsin. This will provide enough locally generated electricity to annually power up to 1,000 homes. 

Powder River Energy Corporation

Loan Amount: $23,500,000

Powder River Energy Corporation is expected to receive approximately $23.5 million in financing to develop a solar facilities and battery energy storage system totaling nearly 1.2 megawatts of renewable energy in rural Wyoming. This will provide enough power to supply roughly 1,800 rural households each year.
