John Butera
USDA Rural Development Maine State Director
John Butera was appointed State Director for Rural Development in Maine in June 2025, bringing 35+ years of experience in banking, economic and community development, and government. Before joining USDA Rural Development, he was Vice President and Commercial Loan Officer at Skowhegan Savings Bank, supporting Maine businesses. Earlier, he served as Senior Economic Advisor and Commissioner of Labor to Governor Paul LePage and co-chaired the governor’s transition team. His career has also included leadership roles at the Maine Department of Economic and Community Development and the Central Maine Growth Council, fostering economic growth and prosperity. A native of Pennsylvania, John earned his bachelor’s and master’s degrees from the University of Pennsylvania. He is active in the Maine community and serves on the Foundation Board of the Maine School of Science and Mathematics. He lives in Waterville with his wife, Laura.
