Rick D. Youngblood

Idaho State Director

Rick D. Youngblood serves as the State Director for the U.S. Department of Agriculture Rural Development in Idaho and brings more than four decades of public service, business leadership, and community involvement to the role. A Boise native and graduate of Weiser High School, Rick has lived in Canyon County for over 40 years. During that time, he has served in numerous community leadership roles, including on the County Fair Board, Rodeo Board, Rotary Club, 4‑H Council, Nampa Chamber of Commerce, and St. Luke’s.

Rick brings over 30 years of banking experience and more than a decade in private industry to his public service career. He held executive and regional leadership roles with KeyBank, Farmers & Merchants State Bank, Sunwest, and Bank of Idaho. In the private sector, he served as CFO and later President of a wood products manufacturing and distribution group, where he led expansion efforts, mergers, and acquisitions.

Elected in 2012, Rick represented Nampa in the Idaho House of Representatives for five terms. His legislative service included 10 years on the Joint Finance‑Appropriations Committee—four of those as Chairman of Appropriations—and 10 years on the Transportation and Defense Committee. He concluded his legislative and banking careers in 2022.

Rick studied at North Idaho College and the College of Idaho and completed advanced programs through the Northwest Ag Credit School at Washington State University and the Pacific Coast Banking School at the University of Washington.
