Now Hiring Community Liaisons for USDA's Rural Partners Network
The Rural Partners Network (RPN) is a first-of-its-kind collaboration between federal agencies and networks of local leaders and stakeholders working together to improve the community and economic well-being of rural areas.
USDA is hiring RPN Community Liaisons to work on the ground with selected Community Networks Community Liaisons will help rural people clarify community improvement priorities, navigate federal programs, build relationships, and identify additional resources to promote locally driven solutions. These community networks and their municipals are listed below:
- Southwest Puerto Rico: Municipalities of Mayaguez, Maricao and Guanica
- Central Puerto Rico-Mountainous Region: Municipalities of Utuado, Jayuya, Ciales, Orocovis, Villalba, Ponce, Adjuntas, Barranquitas and Coamo
- Roosevelt Roads Community Network: Fajardo, Cieba, and Naguabo, to include El Yunque National Forest

What does an RPN Community Liaison do? Each Community Liaison will be assigned to serve one or more selected RPN Community Networks. They work hand in hand with local people to help them build partnerships and engage with all segments of the community to clarify local needs and priorities. They also help local leaders navigate programs, access the combined resources of the federal government and others, develop successful applications for funding, and carry through on the community improvements that local people want.
Who should apply? We are looking for people who recognize the assets and opportunities that exist within our diverse rural populations. The Community Liaisons we hire will have experience and/or specialized training in rural community and economic development, be dedicated to creating opportunity equitably, and commit to helping local people create the future they want for their communities.
Who would I work for and where? The Rural Partners Network is led by U.S. Department of Agriculture, Rural Development, and the Community Liaisons will be USDA Rural Development employees who report through the office of the Rural Development State Director for their location.
Some telework is allowed, but we do require that each Community Liaison lives within the commuting area of the Community Network they are assigned to and are available to work onsite in those communities frequently.
How do I apply? Each position listed above is open for two types of applicants:
- DE: for federal employees who meet the definition of a “surplus” or “displaced” employee AND the members of the general PUBLIC
- MP: for current permanent federal employees with competitive status, Land Management Workforce Flexibility Act, CTAP/RPL/ICTAP and VEOA eligible, Farm Service Agency permanent county employees, 30-percent or more disabled Veterans, certain former overseas and Foreign Service employees, military spouses, interchange agreement and other miscellaneous authorities, people with disabilities, Peace Corps and VISTA, and reinstatement-eligible employees
