The Government Performance and Results Act (GPRA) requires Federal agencies to make strategic, long-range plans and measure their performance to improve the delivery of programs and services to the American people. Under the GPRA, all agencies must submit strategic plans to the Office of Management and Budget (OMB) and Congress that outline their program activities, program goals and objectives, and how they will be achieved.
