State Director for Washington

Tim O’Connell started his career with USDA Rural Development in Washington State on April 1, 1984, for what was then the Farmers Home Administration (FmHA), where he provided farm and single-family housing loans in Ephrata, Ellensburg, Othello, Port Angeles, and Okanogan.

He left FmHA in the fall of 1989 for a four-month stint in Washington D.C. then shipped out to Hilo, where he spent 26 years with RD in various roles. As the Assistant to the State Director, he managed the Hawaii/Western Pacific Office for the Agency.

In May 2016 he moved to Portland, OR, to serve as the West Region Coordinator for the Community Economic Development (CED) division under RBCS. The CED functions were then assigned to the Innovation Center (IC) in 2018.

Tim was named Deputy State Director for TeamRD Washington in the summer of 2022 and began serving as State Director on January 20, 2025.

Tim and his family (wife, Toni, youngest son, Thaddeus (Tad), and oldest son Tim III, reside in Sequim, in rural Clallam County.
