Clarence (Brad) Bradley
Acting State Director for Utah
Brad brings decades of senior leadership experience as Utah’s Acting State Director and Deputy State Director. He has actively collaborated with the previous State Director to further the mission of USDA Rural Development since joining Utah’s leadership in June of 2024.
As a retired Naval Officer, Brad has over 34 years of leadership experience in the Department of Defense (DOD) with a vast background in Law Enforcement, Antiterrorism, Force Protection, Criminal Investigations, Mission Assurance and Crisis & Emergency Management.
Brad’s military accolades include the following assignments and accomplishments that display his leadership experience: A Combatant Command (COCOM) Joint Qualified Level II Subject Matter Expert (SME) and Naval War College JPME Graduate. He served as the Regional Security Officer for Commander Naval Forces Japan (CNFJ) and oversaw the operations for seven Naval Installation Security Departments and responsible for the safety and wellbeing of over 1600 personnel. Brad’s leadership led to a successful response for Law Enforcement, Antiterrorism, Force Protection and Emergency Management/Response efforts during Operation Tomodachi which was a result of the Japanese earthquake and tsunami that led to the radiation disaster at the Fukushima power plant.
Brad served as the Operations Officer, Assistant Security Officer, Security Officer and the Commander Task Force/Shore Battle Space Security Liaison Officer for NAVCENT in charge of 1400 personnel in Manama, Bahrain, the strategic footprint for military operations in the Middle East. He served as the Installation Security Officer for Joint Base Pearl Harbor Hawaii where he oversaw 1200 personnel at the United States military largest Joint Installation Command, the strategic footprint for military operations in the Pacific.
Brad oversaw the Protective Service Detail (PSD) in coordination with the Secret Service (SS) and Diplomatic Security Service (DSS) for President Barack Obama, for his trips to Hawaii on December 16th, 2016, and January 2nd, 2017. He also oversaw the Protective Service Detail (PSD) in coordination with the Secret Service (SS) and Diplomatic Security Service (DSS) for President Donald Trump, for his trip to Hawaii on November 3rd and 4th of 2017.
Brad’s Civilian accolades include time served as the Supervisory Program Manager/Branch Chief for the United States Africa Command (USAFRICOM / 4 STAR Command). He oversaw the duties and responsibilities for the Defense Critical Infrastructure (DCI), Continuity of Operations (COOP), and Emergency Management (EM) Programs of operation for 53 African Countries. Qualified Contracting Representative (COR) for USAFRICOM J3. Handling contracts in the Procurement Integrated Enterprise Environment (PIEE), DMDC Mission partner Identity, Credential, and Access Management (MP-ICAM), and the European Contractor Online Processing System (ECOPS).
Brad also serves as the Chair for the Emergency Preparedness Sub-Committee for the Utah Federal Executive Association (UFEA).
In 2024 Brad received a Certificate of Appreciation for Completing the American Corporate Partners (ACP) Veteran and Spouse Mentoring Program.
Brad graduated from American Military University (AMU) with a bachelor’s degree in criminal justice with a concentration in leadership management. He also holds an associate’s degree in general studies with AMU.
Brad loves traveling and spending time outdoors and loves all sports. His biggest passion is leadership and taking care of his personnel, “One Team, One Fight”.
